BOARD MEETING MINUTES
Date February 12, 2009
Meeting called to order at 7:00 p.m.
Present Tom Wass, Ken Messer, Mike Cederholm, Greg Wisner and Evelyn Wilson
Pledge of Allegiance was recited.
Guests 24. including Anthony Groves from Progressive Engineering and Twp Lawyer Craig Rolf. Rolfe -as corrected.
A Special Meeting -Public Hearing- as corrected- regarding Weed control in Lake Arcadia and creating a Special Assessment District-was held on- as corrected-will be held before the regular meeting-as corrected- Motion by Ken Messer- to go to an open meeting-supported by -as corrected -Greg Wisner/AIF-Passed.
Anthony Groves from Progressive Architecture Engineering gave a detailed description of what needs to be done to rid the lake of undesirable weeds. The cost and the parts of the Lake to be treated was explained. Mr. Rolf-Rolfe-as corrected- explained the Special Assessment District and suggested that it should be for 10 years to save expenses as it probably would need to be extended. The audience asked many questions and received answers from Mr. Groves and Mr. Rolfe-Rolfe-as corrected-The Meeting was closed-as corrected-The Public Hearing was closed.
Mr. Rolf-Rolfe-as corrected- introduced a Resolution creating Special Assessment District and Granting Approval to proceed with project. M otion by Greg Wisner and supported by Mike Cederholm to adopt this Resolution, pursuant to roll call vote the following voted “yes”
Greg Wisner-yes, Evelyn Wilson-yes-Tom Wass-yes-Mike Cederholm-yes-Ken Messer-yes.
The following voted “No”0. Special meeting was over at 8:55p.m.-as corrected- Motion by Ken Messer to go back to the regular-meeting-as corrected- business-supported by Greg Wisner-AIF-Passed.
Routine Business:
Motion to approve Board Meeting Minutes of January 8, 2009-Greg Wisner/Ken Messer-AIF-Passed.
Motion to approve Treasures report-Greg Wisner/Mike Cederholm-AIF-Passed.
Motion to Approve the Listing of the Bills-Greg Wisner/Mike Cederholm-AIF-Passed.
Motion to approve Committee/Commission minutes or reports-none
Correspondence-discuss and act on as appropriate-none.
Fire Department: John Shaw reported for Wes Hull that there were 5 runs-2 medical and 3 to Camp Arcadia . A cold water rescue with the Coast Guard was held last week and one of the dry suits leaked and would like permission to replace. Motion by Ken Messer to purchase replacement dry suit by trying for a grant from revenue sharing-supported by Greg Wisner-AIF-Passed. Emelia Rennie asked to go to EMT class so she can receive her license at a cost of $280.00-as corrected-Captain John Shaw requested for Emelia Rennie, $280.00 for attending EMT Continuing Education to renew her EMT license sure. Motion by Ken Messer to send Emelia Rennie to EMT class-supported by Greg Wisner-AIF-Passed.
Motion by Ken Messer to repair grate in garage-supported by Greg Wisner-AIF-Passed.
Ken Also told us that the loan for the water taker is all set and the down payment is paid.
Lawyer Rolf-Rolfe-as corrected-explained the changes in-issue with-as corrected-The Hazardous Costs Recovery Ordinance and gave us a proposal to sign-proposed ordinance to adopt-if we decide to repeal the Ordinance- Motion by Ken Messer to-adopt Ordinance No. 168 and-as corrected- repeal the Hazardous Materials Costs Recovery Ordinance and take it off the books-Supported by Greg Wisner-AIF-Passed.
Commissioner Ken Hilliard asked all local governments to write to the State to not cut anything from Revenue Sharing. Tribal DNR is asking for same authority as the state DNR. Doesn't look like the State OVR Ordinance will go through.
Planning Commission: Greg Wisner reported there was a short meeting and have started going over the Master Plan.
Historical Commission: None.
Harbor Committee: Tom Wass and Jim Stoops went to a meeting in Mt Pleasant and getting
Financing for dredging doesn't look very good. Jim Stoops discussed the Marina Expansion. Greg Wisner discussed what the cost of getting a recycling bin would be. Large bin is $100. per month with $245 cost to dump. Camp Arcadia will help pay the cost. Board decided to wait until Budget work session is over to see if recycling can be afforded.

Public Comment: none
New Business: Motion by Greg Wisner to approve Contractual Service Agreement supported by Ken Messer-AIF-Passed.
New Business: Ken Messer presented the Board with a proposed 2009-2010 Budget. There will be a Special Work budget meeting February 25, 2009 at 6:30 p.m.
The Manistee Conservation District will have a collection of Hazardous waste, Saturday, August 15, 2009 from 9am till 2 pm. Arcadia 's cost will be $200.00. Motion by Greg Wisner to enter into the contract-supported by Mike Cederholm-AIF-Passed. Motion by Ken Messer to appoint Mike Cederholm to the Harbor Committee-supported by Greg Wisner-AIF-Passed.
